Greetings Littlepoppy
Before tackling cleaning or rebuilding the carburetor, I would suggest picking up a repair manual on the Vulcan 750 this way you have something to refer to if you run into a problem, plus you'll find all the specs on float level etc. Also I would make sure that a rebuilding kit and parts are available before you tear into it. You didn't mention if the bike had been sitting for a long period of time or not, if this is the case you'll have to remove the carb, disassemble it, then let it soak in a carburetor cleaning solvent to get all the passages cleaned out or you can try aerosol carburetor cleaner in a spray can, just make sure after you do this you clean all the solvent or cleaner out because it can have an effect on new gaskets or "o" rings and seals. When gasoline sits for an extended period of time, it will turn to varnish and gum up , you'll know right away by the smell.
Hope this helps you out, let us know what happens.
